A lot comes down to comparing the rejection to existing rejections. I looks like it is higher tier given that the “standard?” rejections don’t have the “submit again” clause (which tells me that “standard?” should probably lose its question mark. Barring an explicit say-so from the editor, the levels here are based on inferences comparing multiple rejections. For most publications, “please submit again” indicates a tiered rejection.
