The determination of what category something is in is user-reported. I don't know which page you're referring to, by the way. It's better to put questions like this on the "discussion" tab for a page, although whether someone will actually see it who knows is hard to say.

The determination of what category something is in is user-reported. I don't know which page you're referring to, by the way.
