Just a quick note re: the 2017 encouraging editors’ example letter. I’ve gotten this twice, and frankly, I don’t think this is a higher tier form letter. I think it’s their standard. How was its categorization as “Encouraging Editors” letter determined?
The determination of what category something is in is user-reported. I don't know which page you're referring to, by the way.
